APC welcomes this opportunity to address the OEWG and participate in this informal dialogue with stakeholders. APC and its members are increasingly concerned about state security-centric approaches to cybersecurity policy and the exclusion of civil society from cybersecurity efforts.

The UN General Assembly's 73rd session passed a record number of resolutions relevant for internet policy. This article outlines developments in the First Committee, relating to international norms in cyberspace, and the Third Committee, covering a range of internet-related human rights issues.
The session brought together a mixed panel of private, public and government sector representatives. The commentary by panellists reflected their diverse backgrounds, with viewpoints that were at times conflicting and generated discussion among presenters and from audience members alike.
